im on a budget and need advise on this.
the reason i ask is i have around $60 to spend so i can buy 1 Opus BT-3400 V.3.1 charger or for the same $60 i can get 2 Foxnovo F-4S chargers
please help me choose

You can get the opus 3400 v2.2 for around $30 on ebay and aliexpress dont think there is much of a difference

Yup, you can get the quite inexpensive BT-C3100, or almost 2 of them for $60 if you find the right deal.

Just remember that it will over-report the mAh capacity by ~250 for cells over ~1000 mAh.

If you want to go super budget mode get some tp4056 to charge the batteries and thoose cheap $3 discharge testers you can find on ebay
. Not sure how accurate thoose testers are though.

The TP4056 and the discharger you are referring to - the ZB2L3 is the cheapest solution.

Personally any of them will be fine, Opus, Foxnovo, or the TP4056 and the ZB2L3. So long as you use the same device to gather your data it does not really matter. They all give slightly different results.

My personal preference is using the Opus for discharge and the TP4056 to charge. I also use my RC chargers, iMax B6 clone ect, to revive low voltage cells.

I have the digital charger 4s (aka foxnovo) and 2 x opus.

I use both but the opus has more functions and parameter settings, plus it has a fan which is useful.

So I would say go with opus

Opus has my vote - see below :)

i think cheapest per cell is liitokala 500. zou paz usd 13-15 for a charger, which is 3.5 per cell and works fullz automated....

i like the liitokala
