Red Wrap & no model Number = pretty much always Sanyo
Have fun trying to find the actual model number, as its possible that its not in the list. I have a couple of them.

Definitely Sanyo Six spoke cap and red wrapper gives it away. I haven't found another manufacturer that uses six spokes.
3, 4, 5 yes but only Sanyo uses six that I am aware of on some of their cells.
Either a UR18650FM (most likely) UR18650FK (possible) or a UR18650ZY (very unlikely) Ring color unfortunately on the Sanyo's is not always the final authority but spoke numbers give you a clue.

I believe you are talking about mAh capacity. Discharge current can be anything up to the rated max of the cell which I believe is 2C.

Capacity can be measured with a C/D/C testester such as Opus.
