Both are their official stores and you probably cant get them cheaper. 250mA & 500mA charge, discharge only with 250mA, 750mA & 1000mA discharge with 500mA. Just like any c/d/c charger, it gets pretty warm during discharging, warming the cells and increasing the capacity while they are warmer. If you want good results, you want to add a fan to your charging setup aswell, dosn't have to be anything fancy, a 12v pc fan connected to a 5v phone charger will do the trick.

Strange measurements indeed, maybe it is that "T" in the code...

If you don't want to buy a charger you could try an ACS712 chip, here's the article on how to get a 0.1A accuracy reading for DC loads:

If you know just a bit of Arduino programming you can easily adapt the program to give you a capacity measurement instead of an instantaneous measurement.
