You are correct, although the fuse probably should have blown. The idea of a fuse is to prevent fire in case of failure.

I used google photos, to upload the image. I've done it that way before and it's been fine. Fortunately this forum lets you upload. The cells inside these packs are 4XSanyo UPF486590, 3.7V 13Wh.
