These have a pretty odd behaviour. They jump from 2.8V to 4V in less than a minute, then the voltage increase slows down and it takes a few hours to get to 4.2. Is it just me and all of them are bad or has anyone had similar experience with these cells?

It looks like they have some kind of internal defect of some kind. I think I've come across 1 or 2 cells with similar problem. Just leave or recycle them, I recommend discharging them fully first. There is no point of keeping a cell that does not even charge to 4.2.
