Only not shure about sorting your cells from high capacity to low away from the terminals... looks like a good idea but capacity has no electrical property at all... If there is one thing that has, it is the internal resistance.
So in your case it would make more sense to sort the cells from high ir to low ir away from the terminals, that way at the far side of the busbar the internal resistance is the lowest...
Still,the most important factor is the capacity equality of the packs in a string, any inbalance between the cells in a pack during charging or discharging gets equilised in idle time.
You have take the time to check the ir, so a bit of shuffeling and you are fine...
