It depends on what you expect. Do you want high currents for charging or discharging/testing? Powered by DC or AC or both? Combined charger/discharger or separate units? Budget, 150 USD? That's almost nothing if you don't aim low with your expectations.
14s charging can be done with a rather cheap charger but 14s balance charging, if that is what you want, can only be done with very few chargers. Actually I only know one off the top of my head that does it, the Pulsar 3. Depending on the version it will cost between 600 and 900 EUR, probably like 700 to 1100 USD.
14s discharging is probably even more rare. You could DIY a suitable device, for example with an inverter or any other DC load and a power meter. Testing individual cells of the battery makes it a lot easier but you also have to do the process 14 times instead of just once. The balance port can be used but only with limited current obviously.
