I paid 1.50 each for these used from a store I shop at and my test are testing around 2400ma. Great cells for rebuilding my dewalt 20v max battery packs.

Don't use those for your Dewalt packs, please. They are only rated for 430mA continuous with 10A intermittent spikes. In a drill or other cordless device you'd be hammering them closer to their max quite often, well over their "normal" rated discharge rate.
They will not last very long under those conditions and loose capacity relatively quickly. Not to mention you won't get the full power of what the tool "should" be able to output due to these limiting the amps output.

Powertools can surge as much as 20A and possibly hire depending on the specific tool. For instance, a Drill Driver can put out some passive amps when drilling, same with a circular saw. However, an Orbital Sander not so much.
