Welcome to the forum. "Hell of a lot of 18650"'s eh?? how many cells are we talking about here? How old are they?

So your list items you'll want to make sure you have testing:
* DMM, multiple that are calibrated with each other
* IR Meter to make sure the cells Internal Resistance is within specs @Wolf has a detailed spreadsheet and guide on this process
* Recommend a good spot welder and not soldering cells. Keep heat away from the cells

Do you have an idea how the build will designed yet or are you still working on that?
 
well no designs or such..
Started out testing and replacing cells in my various drills and other li powered stuff...

know i will need to get better stuff and understand the more technical aspects so i am all ears (or eyes as it may be)

how many cells.... 00s possibly 000s and perhaps a regular supply anything from 6months to 5 years old...

So i will need to know more about testing etc etc.. i have one of those cheap testers and chargers from China which was fine for sorting my drills .. so will need to know what else should be tested how and the values i am looking for...

Design wise... i have absolutely no idea, i would probably ask a lot of questions that have already been asked so as i have said pointing in the right direction to other threads would be appreciated...

I have a 2kw solar setup that should be going live soon that is just so i can get an idea of what can be done...
the intention is to leave the UK for SW France and try to go largely off grid....

ohh as a next step i would like to make some Li packs for some of my torches...

There is a general FAQ on the homepage. You can at least start there. Then check out some of the other users builds for inspirations. There's loads of different kinds of builds, designs, applications, etc, etc, etc.

It just takes a bit of time. Especially getting things shipped and the actual testing phase.

Welcome to the forum. I can give you some basic info, do check out the FAQ section (clickable link) where @Korishan did a huge job in organizing the knowledge base.

For testing the cells your basic tools are surely:
- A decent DMM with a certain degree of accuracy/precision, a basic one can be found on AliExpress (my fav for many things!) for around 10/15$. You want to check voltages, continuity in wires when working with your 18650 cells.
- An IR Tester, I bought the cheapest YR-1030 and I'm very happy with it. For each cell you'll want to know the Internal Resistance and compare it to the datasheet. The older / more used cells will have a higher IR, over a certain limit the cell may be considered "too much used". Over 75mOhm my cells degrade very quick, year after year, so I consider them 2nd grade, which means I'd use them for leds, lights, low current powerbanks, but not for high-current applications. You can search datasheets in the Cell Data & Specifications forum.
- A 18650 charger, choices to begin with are LiitoKala 500S (4 cells) or, even better, a nice Opus device. I got myself the cheaper LiitoKalas (In 3 years I bought 3 of them for around 15$ each). You'll use these to determine the cell's capacity by doing a full C-D-C cycle (charge/discharge/charge) cycle, called NOR test on the Liitokala.

A decent soldering iron. I used my 15$ cheap 60W iron for years, then I bought a nice 150W big iron on Ebay. What's important is to buy good quality tin/solder, avoid AliExpress for that because their tin is usually very impure. I buy german tin on Ebay.

Youll probably start wanting to solder more cells together, in series and/or in parallel to increase Voltage (in series) or Capacity (in parallel). So there you'll probably start looking for enclosure boxes and BMS boards (mandatory), and eventually decide to try spot-welding and nickel strips. Again, for my low budget lab :D for my Birthday I got myself a Sunkko709AD, I love it, around 180$ on Aliexpress, shipped from the EU to Italy (no extra taxes). It's not the most professional device but it's solid, you can do thousands of solder points in a session, only rest it for 5 minutes when it starts to get very hot. Avoid the 10-20$ tiny spot-welding units, they simply can't do the job.

What's important for you, in every moment keep in mind security. So your first in-depth researches must go in that direction. High-temperatures, fire, water, short-circuits, personal security devices (gloves, glasses, etc) and electrical security devices must be your first concern. Please do ask! What I found out after my first months of welding was to protect my eyes, after getting tiny solder balls (TWICE!) in my eye!

That's my DIY concept, perfectly in line with Second Life Storage :D:cool:

excellent.... think I have a few of those things already....

but get ready for this... had a meeting with a guy and will probably have access to 000s of 18650 cells..
so what to do with such availability..... yes we would like to sell a load on to fund our ideas and projects, but tested or untested...
I am UK based so guess it would be limited to these shores...
We would like to offer some certification or data on the testing so people can have confidence they are not junk...
 
I'd sell them tested, but that's me, I don't like people asking for refunds, plus you can get a higher price :) not sure of current prices, 4yrs ago I bought them at an average of around 0.70€ - 0.81USD 2000-2200mAh range (blocks of 100 and 400), all between 80/90% SOC and tested. Maybe prices are lower now because of LFPs.

Yeah, that's the biggest issue now. Also, SIDs/NIBs are making a major market push as well. However, there are still a lot of ppl who want to use Li-Ions for their builds because of size and low costs. So probably could still sell them.

As far as testing goes, I would make sure to get testers that have "regenative" ability. That way you can discharge from one cell to charge others. Drastically minimizing how much money is tossed out to the grid. If you are powered by solar, then it doesn't really matter if you have excess capacity.

There are some testers that when they do a discharge test, instead of converting to waste heat, they recharge another set of cells. Basically just moving energy from one container to another. If you power is primarily from the grid, this kind of charger would save you loads in power usage/cost because you should test each cell at least twice to get an average. It's called regenerative charging

When you're ready with details about the cells you can post in the Marketplace. Just make to include some pictures and if shipping is available and how far.
 
shipping is a problem now for batteries in the UK, there are loads of rules (I work for a Postal Service) and they are very fussy about Lithium... many do not allow loose cells..
