Think it's the high IR? Are they worth keeping?

Think it's the high IR?
Pray tell what would the IR be? Cell model number and IR would give us a good idea if it is worth keeping.
Also don't give us the OPUS IR as that measurement doesn't really have any value.

At what current do you charge? Do the cells get warm?

Sorry it's on the cell maybe not clear, 101 ir measured on my YR1030. Don't have the cell info handy. Standard Charge Test on the Opus at 1000ma. It gets a little warm, but not like a heater.

101mΩ IR is high for any normal cell as in LG, Samsung, Panasonic, Sanyo, Moli etc. The max IR on those would be ≈55mΩ if you want to get a reasonable SOH return. The only cells that seem to perform well with close to that high of an IR are the Sony US18650GR series , but I wouldn't use them in a powerwall unless that's all I had exclusively.

I really don't have a lot of experience with cells that have much above 80mΩ IR as anything above that goes directly to the recycle bin save the Sonys. I really don't know why I keep them. Maybe curiosity.
Are they worth keeping?
So an answer to your your question. NO.

Keep an eye out for it being the slot in the Opus as well, eg maybe confirm the voltage with a multimeter.
+1 to comments above, a cell that sits on charge but doesn't get to full voltage is most likely a self discharger or heater.
Best to set aside & not use in a powerwall, might be OK for eg a torch, etc.
