When you say "a pack" what do you mean? I made some calls yesterday to check out Perth Western Australian situation.

I had this same thought, but my local municipal recycling center has big signs saying that anything dropped off becomes their property and removing any items is considered theft. They also have cameras above the bins/area. No employees anywhere insight but I'm not about to risk that.

Try talking with them, they might be OK with it if you ask. Nothing to lose by trying.
