It's fine to charge cells at 2.70v. Since the cell is used and has an unknown life, you can't definitively say it's safe. Just charge and monitor closely like you would any other cell. If it gets hot or shows signs of not charging properly, throw it out.

Yep should be fine. Can you measure the discharge rate ?

Ive recharged 18650s that dipped as low as 1.5v I trick my charger by briefly holding the leads from a Lipo against each contact during the detection window
