Those are production date codes etc. They arnt always at the exact same spot on the cell so it looks like they are part of the name :D

To my knowlege these cells arethe same as the CGR18650E but manufactured in china.

edit, nevermind, CGR18650E are 2550mAh cells, CE are 2250... hmm

I'm not sure how accurate this data is as i was given it quite some timeago, but I hopeit helps someone ..
 
From your sheet...

Nominal V: 3.6V
Capacity: 2200 mAh
Charge Voltage: 4.20V
Charge Current: 0.430A Std. / 1.5A Fast, 110 mA cut
Discharge: 0.430A Std. / 2.5A Max, 3.0V cut

That appears to be fairly accurate based on the rating of the packs I have found these in..
 
Just found an old TOSHIBA pack with these. The pack has a capacity of just 4000mAh (2p).
