Just tested over 100 of the blue Panasonic CGR18650C's and I noticed something which may be of interest.
My cut-off for inclusion in my project a powerwall battery bank is 1800mAh A number of these cells which were marginally below my threshold were tested again twice more. Unlike some cells which show similar or lower capacity on re-testing these on average give 100-150mAh more in subsequent tests. So cycling them appears to increase capacity more than I can say I noticed with other manufacturers.
