You can change a resistor setting (outlined in manual) to add an additional 8v range above those above which is suitable for nicad or lithium charge ranges.

You can get slightly cheaper controllers, but this is a good all metal solid state array. Ive used both the c35 and c60 and they are pretty run of the mill pwm units, they operate like an mppt though, with the panel voltage just rising steadily in response to full charge voltage, they dont clumsily shunt on and off like cheaper pwm controllers or introduce a bunch of noise.
 
Update 170814: Wincong has brought out a new PWM controller that is more versatile, the SL03-4810A, about $30. Able to feed a wide array of battery technologies and configurations, it is a load (primarily area lighting) controller as well.

The lowest budget (under $7), highest versatility charge/load controller I know of is the new 3amp SX01-3A. For 3 to 12V lead-acid, gel, NiMH, and lithium configurations, this charger/load controller is apparently able to control four strings of colored LED lighting for various advertising lighting effects. I'm using them with some radar area lighting because the doppler radar units consume about 1,000X more current than the passive IR motion sensors (milliamps versus microamps).
