Does it have an external output from it that monitors the state of the output, so when no output high, output low maby, as i want to drive a mosphet from it does have a 4 pin connector on it maby its there?

No external output. It will balance with a set voltage within the app and provide high and low voltage shutoff. so if a cell gets too high or low it will disconnect the output
