is it better to charge at 500ma, low v cells?

hello
winder if anbody has done studies, if charging low current, low voltage, cells to try to retrive them?
was thinking of starting to test first charge at 500 and then do a 1amp charge

Battery is li iron using 18650s, 14s, 0p, and growing cell so far 300, untesteded.
Bms is a diy open source by stuartpittaway.
No solar yet, 
Building wind turbine, 48v im after a 48v motor if anybody has one for sale.
Cells 2000 to 2500ma.
Cells 1500 to 2000ma.
Cells 1000 to 1500ma.

How low is low V?

If voltage is <2.5V, it's best to charge 250mA or there abouts. If the voltage <1V, better to charge around 100mA, or 50mA. So, basically, the lower the voltage, the lower the charge current.

I am processing 1600 Panasonic NCR18650A(s) from Power2Spare and MANY are low (0.2-0.9) volts.   I took some 18650 battery holders and put a charged cell in slot1 with resistors to slots 2, 3, and 4 as described in the youtube.   Then I pop these 'zero'/'low volt' cells in and leave them for couple of hours and they gracefully go up to 2.0v+ range.   Then I use 500ma charging in my OPUS to get them up to 3.5'ish.  Then on with 1000ma as normal for my test process.     This seems to work best at recovering these - I've had 70% success rate.
