Good day,
I would like to build a 7S 20P Li Ion battery pack. Is there a tool available to layout the batteries for optimal performance?
 
Electrically Optimal, or Physically Optimal?

They are not the same thing.
 
I use the repackR link above to sort my cells. Other than that there is lots of different styles. have a look at others projects to get an idea of what you like.

Also what are you needs

Could you provide more details please?

How much power do you need? What is the pack for? What cells will you be using?
