Cell continuity

From what i know until now a cell which fails the continuity test is broken. How ever i found today a cell that didn't pass the continuity test but when i measure the voltage it was 3.xx
How can this happen?
 
CID is popped. Its normal and I have seen toons of them. The Interna resistance due to the CID is massive but its not dead short and therefore can you meassure the Voltage.
 
Just to be clear... any battery that does not report a resistance is broken? I think i just found one that failed continuity test but if i attach it to tp4056 looks to charge... (at least TP is red)...
 
no cont or full open, bad cell. something failed or its dead short. toss it. not worth the risk
