Cell rating correct

If I write 12500 on a 18650 cell and give it to you, have I given you a 12500mAh 18650 cell then? No, I haven't. I have given you a cell that says 12500 on it! :)

Who knows what this person has done. Could be incompetence, bad equipment or just a scam. Or all three.

Oh no, wait. See 2nd and 3rd picture. These cells are still in parallel and he tested two together.
 
the mAh is for 2 cells in parallel so that is reasonable depending on the cell didn't check the cell db, cells can be up to 3400-3600 mah or there abouts course that is for new cells
4905,4844,5152,5105, 5085 eaach for a 2 cell set
