Cheap Charge Controller for Pelican Case Build?

I have a quite afew cells from my power wall buildthat just missed the capacity cutoff, and want to use them fora solar-chargedmobile battery pack. Can anyone recommend a cheap solar charge controller for this? The solar would not be constant as in a power wall, so perhaps the $16Anself I've seen on eBay (which appear to float at fullcharge) would be sufficient?
 
Mind you, this is actually a boost converter, battery charge voltage should be higher than panels' Vmp voltage. I also don't think you need "up to 800W" of power this charge controller can provide for a mobile battery pack. Also, keep in mind that the MPT-7210A unit does not behave well when the input voltage varies a lot.

This can be used as a solar charger if you set the input voltage limit to 1V below Vmp of the solar. In the future you can then re-use it for a different project.
Beware that these may have a design flaw when connecting a large battery pack as the input and a high output setting as they tend to blow the MOSFET with a flash and pop... for solar, no issue.

If your Voc of the solar is below 36V then you will be ok. Add more if you need more than 5A.
