Ya so I opened up the new ones and compared them to the bad ones.   The only difference was a single SMD capacitor that they had  doubled stacked.   Best reading I could get was 5.6nf.   So I went hunting for a 10nf or 12nf off an old motherboard.

After switching them out on the two defective PIR's they all work now.
