Repairing where too start

Hello all,

I have a question. In the past I bought two electrical scooters with dead batteries. Now I have replaced the cells for the same chemistry but one cell is overcharged every time over and over.

Can someone help me solving this issue by tips?

Is the BMS a problem?
Can you Balance charge the cells one time manually and see if it still happens?

I can balance cell for cell but the BMS need too be repaired because it is housed in a case. I have photos but dont know how too upload.

If the pack continuesly goes out of balance it can be 3 things or 2...

1. The BMS have not catched up -> Make an initial manual balance
2. The BMS board is broken -> Change BMS
3. The cells is so off and self discharge/have problems so they go out of balance faster than the bms can balance -> Change cells
 
Its the second one. I can not find a new one so I have too replace the broken ics
