question about solar charing "management"

lets assume its a shiny day midday and the solar is working at its best.
and there is just a little radio turned on.

how does a solar charger handle the loads?

A. Is a charger only charging the battery and the radio is getting its power from the batteries

B. The charger powers the radio and rest of the power goes into the batteries?

If A => does that mean i am charging and discharging the battery at the same time?
If the output of your controller exceeds the consumption of the radio the surplus will be fed to the battery.

If the consumption of the radio exceeds the output of the controller the additional consumption requirement (to power the radio) will be drawn from the battery.
